Within the framework of reconstruction and modernization works of Oil Refinery named after Heydar Aliyev, it is intended to increase annual production capacity of the plant in a short period of time and to start production of higher quality oil products meeting ''Euro 5'' standard at the plant.

To this end, initial processing unit, catalytic cracking and catalytic reforming units, in general, property of the plant is planned to be reconstructed, as well as some new facilities are planned to be constructed.As a part of the reconstruction works of the plant, a new bitumen production unit is projected to be put into operation initially in mid-2018. 

This will ensure complete decommission of existing infrastructure of “Azerneftyag” Oil Refinery and optimization of running costs at Heydar Aliyev Oil Refinery, as well as will aid to high quality bitumen production and improving ecological situation in Baku. Appropriate place is already allocated for the construction of a new bitumen production unit in the Heydar Aliyev Oil Refinery - in the territory of unfinished ''sulfur unit''. 

All the buildings in the area are demolished, metal scraps were removed and transported. Numerous cranes, bulldozers and other machines have cleaned through the area from wastes and earth-drilling works were carried out.
